[Scan-DC] Helicopters Flying Over Northern Virginia Are Part of Ra diation Assessment

I don't know if it's part of the effort, but a helicopter has just made a few passes over Judiciary Square in DC. I supposed that DC is part of the background radiation survey and not just northern Virginia. I don't have my binoculars with me, and I get the impression that it's frowned upon to go up on the roof of the building to look for tail numbers. I have my Bearcat SC-180B. Is there any frequency I should be trying to hear?
