[Scan-DC] Mystery freqs: 459.275 + 459.525

That is what baffled me... the techs were on the radio yesterday doing range 
testing... analog repeater outputs on the 459's and the CTCSS is 173.8 Hz. 
They also ran test tone for several minutes.

Sometimes I heard a bit of data.
