Those frequencies are listed in 47 CFR 22.561 for public land mobile 
radiotelephone service, a predecessor to what we now call cell phone 
service.  Common carriers such as telephone companies would be 
eligible for those licenses.
The frequencies do not appear to be listed in 47 CFR 90.20 or 90.35, 
which is where private and local government mobile frequencies are listed.
