[Scan-DC] Pro 96 vs 106 (update)

Can't hurt.  I'd also:

Download and try the ARC-96 software from www.butel.nl; you can get a trial version.

Make sure that you have _all_ of the frequencies for both jurisdictions in the radio, not just the control channels.  I'd put the primary control frequency in the first slot, the alternates in the successive slots in ascending order, and then the rest of them in ascending order.

Be sure that the software / radio is not rounding the frequencies.

Check to see that the scan lists for those two systems are not locked out.
