[Scan-DC] 162.0600 mhz. user?

I thought that all USSS comms, including the Uniformed Division, have been 
encrypted for years.

How are the units identifying?

Within the past two weeks there have been several decent morning
inversions from NOVA to central VA.  Scanning my federal frequencies
file I have received good signal hits on 162.0600 mhz.  repeater P25 NAC
00F unencrypted comms. My best guess is SS Uniformed Division in DC but
I could wrong and don't know for sure.

I have searched the VA, DC, and MD federal databases in Radio Reference
and did not find any listing.

Can anyone confirm the identify of this user?  Comms definitely are of
police type. Yesterday morning a license tag check was run with a retun
in part saying ....."out of Fairfax, VA".
