[Scan-DC] Rebanding in AA county

I asked about this in the rebanding in Maryland forum on RR. It seems 
that AA county needs to adjust their DVRS (I think that's for the mobile 
extenders) and 8CALL freqs, along with some interop talkgroups to work 
with those jurisdictions that actually did reband.

In this case, the only counties that really rebanded were Calvert and 
Howard. Both Baltimore city and county went to new systems (and de facto 
rebanded when they did so, since their new freqs are below the 866 Mhz 
band), and PG county went to 700 Mhz (which, of course, is not involved 
with rebanding)
