Couldn't a law be created to ban the cheap scanner apps? The people who have spent a lot of money on actual hardware should not be lumped in with criminals. I volunteer for a local department and use my scanners a lot for those purposes. I also use it to keep an eye out for lookouts being issued in my area (reckless drivers etc).
Here's to hoping for some shift in the attitudes of agencies.

Agree with you there as well, but not because of RR, but because of their
streaming (as you mentioned). RR has been around since the '90s when it
was trunkedradio.net first, but again as mentioed by you, the fact that
members of LE are hearing their systems on people's cell phones is causing
quite a panic.
