[Scan-DC] I 395 shut down

There is now a report of trailer overturned (tractor upright) on the inner
loop in MoCo - just dispatched. Also a van overturned on outer loop near
I-95 in either MoCo or PG. Maybe wind related - they are all tall vehicles.
