I would expect that the current migration of MdTA to the FIRST system 
would be permanent (not just the Bay Bridge units). I think it was 
mentioned in the FIRST thread on RR, but it's thought they migrated now 
to get away from the narrowbanding requirement which is going to hit in 
about 2 months or so (Jan 2013)

As for the MSP, while the narrowbanding requirement doesn't hit them 
quite as hard, their portables frequency would be impacted (155.73) as 
well as their other VHF high band freqs (as little as they're evidently 
used). Their current 39 Mhz system is likely reaching end of its useful 
life anyway.
