[Scan-DC] Maryland FIRST is live

The statewide First Responders Interoperable Radio System Team (FIRST) 
is being tested at several MdTA sites, as well as a couple MSP barracks, 
from the traffic on the Maryland forum at RR

Currently only the PSR-800 with the new beta firmware can copy this 
systems, as it's Phase II - but it comes with a caveat. X2 decoding is 
reportedly not working properly with the beta, per some traffic on RR. 
Those of us in places like PG county are going to have issues with that.
