[Scan-DC] Mont county and digital end code

I could be wrong here, but something in my admittedly ragged memory 
tells me that there was a thread - somewhere - that mentioned that 
scanners that didn't support the digital end code option would have some 
issues with trunking Montgomery County post-rebanding.

He's probably up to his you-know-what in alligators trying to get 
rebanding done, but I THINK that came from ltbrown122 - and if I'm off 
base, I greatly apologize, no harm meant or intended.
