[Scan-DC] rebanding in Maryland

A poster has reported in the RadioReference Maryland forum that Howard 
has begun rebanding. To find the necessary freqs, take the current ones 
and subtract 15 Mhz. A custom table will be needed to properly track 
this system. In addition, there was a report that supposedly Montgomery 
will be rebanded sometime around the 13th or so.
