[Scan-DC] DCFD now using voice synthesis for dispatching

I agree with Ed. The computer voice is probably more understandable than
many of their human dispatchers.

I occasionally go through Raleigh, where their EMS dispatch is
computerized. I find it very easy to understand. Slow and clear. Also,
since the computer voice is modulated directly onto the channel, there's
no microphone involved and never any background noise (which befuddles
the vocoders used on digital systems). I find the clarity of the
computerized voice on a digital system often better than even
clear-speaking human dispatchers because of this.
