[Scan-DC] DCFD now using voice synthesis for dispatching

I just heard this, for the first time.  It was on TG 40032 and, frankly, was 
a lot easier to understand than several of the human dispatchers that I've 
heard for years!  (Yes, 56016 is carrying data).
