[Scan-DC] DCFD now using voice synthesis for dispatching

W-O-W.  You know with any type of computerized voice, something is going to get butchered sooner or later.

Just heard DCFD dispatch a medical local on talk group 011 using 
synthesized voice rather than a live dispatcher.
Loud and clear.
