[Scan-DC] Fairfax P-25

I have the same issue with a 106.  In and  around the McLean and Tysons 
area.  Listen all day at work on the 7th floor same deal.  Attenuator on or 
off makes no difference and antennas make no difference.  MWAA is fine and 
the analog system is fine.
