[Scan-DC] River RSQ at Great Falls

Command advised units "that VRS is active and to switch to 7 Foxtrot or 7 
November if you need to get through."

Command was advised that Eagle 1 does not have 7G in their radio, dispatch 
is trying to arrange a patch.
