[Scan-DC] Something up with Metro at Rosslyn?

According to some helpful Scan-DC'ers, there has been a "minor" derailment 
just west/south of Rosslyn. (If west, that would be Orange line; if south, 
that would be Blue line. So I'm not sure which line it is. Probably 
whichever one you're waiting for.)
