[Scan-DC] E 410 shoits fired

I've heard drills at the Public Safety Training Academy, and they don't
indicate it is a drill either.  But somehow you can tell when the guy says
"I'm feel through the floor and I'm disoriented, please send help", that it
isn't real. No one has enough urgency in their voice.  Same with Metro
drills.

Is this perhaps the drill on "Systems Tac 9"?  As an aside, I've heard FFX
conduct drills several times, and they do not use any "drill" terminology
after the transmissions.
