7N and 7O aren't talk groups, they're conventional duplex channels.
7N is 855.7375
7O is 867.2375

So, is 7O being rebanded down 15 MHz to 855.2375?

Also, it sounds like they are abandoning the "announcement" 
capability whereby switching to 7F would allow a command officer to 
multicast across all three of the Incident 10 talkgroups.  Maybe that 
was never used in practice.
