[Scan-DC] Report from Fairfax P-25

I have the Fairfax County P-25 system going on the Pro-106.  Following the 
published material about dividing the TG IDs by 16 works and so do the 
published rebanding instructions.

Do all that and you can hear the PDs in Fairfax City, Herndon and Vienna, 
which occasionally have something interesting.  I'm also hearing the PD in 
Mason and McLean districts.  Not much else and the reception is 
poor.  According to RadioReference, there's only one transmit site in 
operation so far.

So for the moment, you're better off listening to the old system, which 
works fine.  At some point, I guess they will transition over to P-25 and 
get it up on more sites.
