[Scan-DC] Herndon PD

Herndon PD is still on the Fairfax County PS system as of this morning.  It's possible they're being simulcast on both.  

I've noticed Fairfax County Public Schools  Security TGs are being simulcast on both Public Safety and P25 Systems over the past month.

They're on the new P25 system.
