[Scan-DC] Major incident - 395 in Alexandria

Just passed through the area and absolutely no traffic was going NB on 395  
past Seminary. There was about 20 FD vehicles and about a dozen troopers.  
Farther south on 395, I observed more FD and more troopers enroute to the  
scene.
