[Scan-DC] Narrowbanding the MED channels

Thanks to Tolley on the Maryland RR forum we have the MIEMSS template 
that is evidently being used by anyone getting Federal grant money 
(according to OCGuard)...this template is state-wide

Notice at the bottom the use of the UCALL/UTAC channels. The 'D' 
frequencies are 'direct' or simplex
