[Scan-DC] apparent suicide in progress standoff in Fairfax

Incident still in progress after about 2 hours or more.
Subject is on the roof of a parking garage in Fairfax City (possibly 
the County Courthouse garage), with a shotgun and cans of gasoline.
Monitor Fairfax County PD Fair Oaks dispatch TG 17424 and Fairfax City PD TGs.
FD units staging, on TG 41H.
Command officers are using callsigns OSB1, Tac1 and 8Bravo.
