[Scan-DC] Re-Banding ReBuild

I have been trying to get my Bearcat 396T back into operation to be able to listen to VA State Police, Fairfax and Arlington Co.

So I:

1. Downloaded the latest software updates from Uniden.  The scanner's firmware is a 3.02.xxxx

2. I switch from the USB data cable for the firmware update to my serial cable

3. I connected my 396T to my AC396 Pro software and deleted all of my programs

4. I then downloaded the latest AA files and loaded them onto my scanner

The results were silence except for Arlington.

Any ideas on what I did incorrect? 

Does anyone have a ".mem" file they might share that would work?
