[Scan-DC] MoCo police scanning

Everything seems to be working fine this morning.  I'm hearing the primary 
TGs (A1 through A6) loud and clear, with no extraneous transmissions, 
sitting in the Rockville area with a Pro-96 and a rubber duck.
