[Scan-DC] Frederick FD Talk Groups

The 9 talk groups are on the montco fleetmap and are a direct conversion of the fredneck tac channels. The dispatchers take the tac channel given by fredneck and look at the montco fleet map to announce it correctly to the montco units.

Perhaps there is not enough room to display all 19 Montgomery County fire
zones in the matrix, but there appears to be enough room to add 6 more
unless that space is reserved for advertisements.

On the other hand, perhaps the zone 9 data has never been submitted to RR.
Why not use the submit tab up above the matrix and see what the database
manager says.

Most systems in RR don't have any matrix data at all. At least about half
the zones are there for Montgomery County.

Why doesn't radioreference.com show 9E and 9H (and perhaps other Frederick
FD TGs) as talk groups on the Montgomery County FD radio talk group matrix?
