[Scan-DC] Frederick FD Talk Groups

Tonight Montgomery County FD units were dispatched to fires in 
Frederick County and told to use talk groups 9E and 9H on their 
Montgomery County radios. (The actual Frederick County FD talk groups 
were Tac 30 and Tac4 40.)

Why doesn't radioreference.com show 9E and 9H (and perhaps other 
Frederick FD TGs) as talk groups on the Montgomery County FD radio 
talk group matrix?
