[Scan-DC] GRE scan library updated with correct Fairfax County PD freqs

Anyone who reprogrammed Fairfax country into their GRE 800 with a new library, like I did a week or so ago, wound up not being able to monitor.  Apparently the list was updated but there were some improper / missing channels.  Looks like that has been corrected.  I uploaded the new library, reprogrammed, and it works great.
