If I had to guess, I'd say that was a brake rotor.
Imagine you are waiting for a train at a station that has two platforms, outside the trracks, rather than one platform, between the tracks. When you see a train go by in the direction opposite the one in which you are headed, you can see the nice, shiny rotors down near the third rail.

Apparently, from what limited information I can gather on the local news sites, a part of the brake system on the train ("friction ring?") fell offcausing the train to become disabled.
