[Scan-DC] DC Overtuned Vehicle Dispatch

Believe alot of it depends on the accuracy the initial caller provides to
911, and how in their panic may exaggerate the scene to bring about a
'better' response.  Last night I heard a call for accident w/injury on a
street near Fair Oaks hospital. The responding engine stated it was a
struck pedestrian, in the hospital ER parking lot.
