[Scan-DC] Anne Arundel County New Changes

With the new CAD last night, there were alot of changes.
Police:
-Alot of the districts were realigned. Parts of Eastern are now Northern.
Parts are Western are now Southern.
-Changed the Beat Assignments.
-In Eastern, they took away the Charley and David Sector. Changed the
police/beats to 3A(1-9) and 3B(1-9)

Fire:
-Changed Map coordinates. They are using the new map books
-Fireboat 61 is now Fireboat 19
-It seems they also changed the SME's.
-There is now a "staging SME" for unsecure scenes.
