The bigger the event, the larger the distance assistance gets pulled  
from is an excellent point.  So in that vein, why would Washington  
County need to have PG county in their radios?  Why would Garret  
County?  How about Harrisburg, PA or Sulpher Springs, WV?  What about  
a tanker contractor that hauls water to fill pools as their regular job?

I bet you're wondering what the point above is?  The point is that all  
of the above were used to assist in the major brush fires in PG County  
back in March, back when PG was still on the UHF system.  None of the  
above had PG in any of their radios, some of them didn't even have UHF  
in their rigs because they used VHF and the contractor had no comms at  
all.  The solution, have all responding units check in at the command  
point (like they are supposed to per NIMS) and hand them a radio and ID.
