The capacity is actually 1000, but that number goes down depending on
how much information you shove into the radio for talkgroups and
systems.
Interoperability doesn't just include hardware, but frequencies, and
the band that works for one jurisdiction may not work for another,
hence the need sometimes for multiple radios.
In the COG everyone can all talk to each other, it is just a matter of
to what extent and on what channels/talkgroups.
