[Scan-DC] Unit 5 Enroute Rt 301 PG

Just a thought, but why would an agency that has no primary  
responsibility in PG (Anne Arundel does as they are an adjacent  
jurisdiction), have a need to have the PGFD talk groups in their  
radios?  BWI AARF responds to PG maybe once or twice a year, and only  
when requested, as they do not have a tone out like other adjacent  
jurisdictions, hence providing them radios when they get on scene.
