[Scan-DC] Depts using encryption?

Anne Arundel County Police Department 4 District Aux Talkgroups
(talk-around) and Tatical Talkgroups are encrypted. Anne Arundel County
Fire Department for years has had a couple encrypted talkgroups (PIO,
HAZMAT, Fire Investigations). From what I have been told they are hardly
ever used (probably never have) because of cell phones.
