[Scan-DC] Depts using encryption?

Thanks, that was my question... and I thought (think!) that there are no, let's say, consumer scanners that will decrypt anyway, legal or not! (unless it means that we can hear the system but we can't _understand_ it!) :)
Also, to split a hair, some of the Montgomery police talkgroups have the capability to encrypt, but the encryption is not in use at all times and not used for stuff like dispatching calls. (Ed, I'm sure you're aware of that, just wanted to clarify for those in other jurisdictions.)
