I’m not a DC resident, but one could get enough signatures for a voter referendum to repeal the scanner ban, or Eleanor Holmes Norton could have congress address it since they are the ultimate say in what goes on in DC. Another way is to contact your ANC representative. I think if enough pressure is applied it can be changed. The police chief has not provided any real justification for the ban. Getting ham involved is also an idea that may help.
