[Scan-DC] Fairfax County on Friday

I was hearing almost nothing on Fairfax Fire and Police on Thursday 
night,.  I figured they were in a Failsoft test and went to sleep.

By Friday morning, I was hearing Herndon and Fairfax City Police, who 
operate on the county system.  But nothing else.

Later in the morning, a few FCPD units checked in and were told to go 
to their backup "analog" radios.

Turning on the receiver again at 12:30pm, I heard the dispatchers 
running roll calls on most of the TGs to make sure everyone was back 
on what they call the " main channel."  After that, everything seemed normal.
