[Scan-DC] Rebanding scanners

Mike, many thanks for putting all of this together in one email; it's something I've been wondering and fretting about but haven't had the time / chance to look into.  Figured that being in Montgomery County I'd have somewhat of a reprieve because I haven't heard anything about when / if they might do it, but I'm sure it will sneak up on me.  Your efforts are mucho appreciado, in the words of Colonel Henry Blake.
