[Scan-DC] FFX radio problems

 wrong information. Fairfax County is starting the rebanding process. We are disabling channels to measure signal levels. During this process, we are having normal quantar power issues and managing them. We have spare quantars to replace ones that fail. 

We will be doing this work for the next 3 nights. 

The system is not compromised. Planned channel outages.

Fairfax County is having major radio problems.  Radio techs on TG 20496.
Techs are attempting to reprogram base stations but losing channels right
and left.  Replacing entire Quantars at the sites.  The Merrifield site it
the only fully operational site.
