Because that would require a change to the "nationwide alert" 
capability of the emergency alert system, which is different from the 
regional alerts that are tested monthly..  But then it would no 
longer be a test of the real EAS, it would be a test of a modified 
version of the EAS.
It's something like Catch 22.
