I was wondering about that myself. The company doing the work is Wiss, Janney, Elstner Associates, Inc., of Northbrook, Illinois. I lack the Java software necessary to look up that county at Radio Reference.
The block of Jefferson Drive to the east of 15th Street is closed off. It is filled with TV trucks. NPS has its mobile command center to the west of the monument. I went down there on Wednesday at about 5:30 p.m. It is quite a show. People should try to get there if they can.
The visit can be combined with a trip to the Solar Decathlon. I have gone to all the others, but this might be the first one I miss, as it is no longer on the Mall.

Any ideas about the frequencies the climbers on the monument are
using? They have person on the ground near the base who appears to be
talking with them via a headset unit.
