That might have been a case of not wanting to saturate the local cell
system should there happen to be an emergency elsewhere in Martinsburg
(fire, EMS, etc.) that someone needed to phone in.  The first thing that
becomes useless in an emergency is cellular communication--mostly because
everyone is tying to use it to say, "Wow" to everyone else.
