[Scan-DC] Orange Alert at Shady Grove Hospital

I think they may be using "orange" in place of "re-route."  You'll see that 
color used in the real-time hospital alert status chart on the MEIMMS web 
site: http://miemss.org/chats3/Default.aspx?hdRegion=3
