Cathy,

They would likely be monitoring Washington Tower's helicopter frequency on
134.35.  Congressional looks like it sits under what is reffered to
as "police zone 7" which covers the surface to 1500 feet on the Baltimore
Washington Helicopter Chart, so you might occasionally hear those zones
referenced on that frequency.
