[Scan-DC] Montana Fugitive Prohibited from Owning Scanner

It could be that that's the way the reporter for the Missoulian interpreted the prohibition. Maybe the fugitive is prohibited not just from ownership, but from use as well. If I were in his position, I'd like to have a scanner with me. 

I've driven through the Lolo Pass. There are no railroads nearby to monitor.

Very interesting... scanner is mentioned one time!  He is prohibited from owning a scanner, but nothing in the article links his activities to scanner use.
