[Scan-DC] Regular steam train service from Union station to the Greenbrier

Yeah, that's Ross Rowland's "Greenbrier Express" Company.  He recently
purchased the trainset belonging the the American Orient Express, and
they're refitting them up in Pottstown, PA.

He did also by an old C&O steam engine, but don't hold your breath on seeing
it actually run from DC to White Sulphur Springs.... CSX Transportation has
a very strict "no steam" policy on their railroad and has already told him
in no uncertain terms that the steam engine will NOT be allowed to operate
under its own power on their railroad.

He also purchased a pair of former NS/Conrail C39-8's to use in the
aforementioned case.

Hope he can at least make the train itself successful.
