I would consult with radio listeners in Jamaica. The Jamaican amateur radio association is at http://www.jamaicaham.org (that's a start). They have some local frequencies posted on their site: http://www.jamaicaham.org/downloads/2%20Way%20Radio%20Frequencies.pdf
There is a little bit of data on RadioReference for Jamaica. The Jamaican Constabulary Forces use an 800 MHz Motorola Type II analog and APCO-25 system.
Also, I would check the laws carefully. In some locations, it is illegal to use or even possess a scanner (in France, you even have to be careful if you possess amateur radio equipment, from what I have read, but again, I would double check).

I think the answer lies in Radio Reference's database. If it can
be found there, it might be programmable into the home patrol,
although all it comes with from the database at this time is USA
and Canada. (although USA does have US Virgin Islands on the
HP-1).
If you use a third party software, like ARC's or Freescan's
PowerPatrol, you can program your own systems and conventional
frequencies as favorite lists.
I think my choice would be - use the money on a 396XT or 996XT
instead.

I believe our local LEA has 800MHz trunked system. (Motorola I
believe, but I
have no clue whether digital or analog, or if any other acronym
like P25 is
appropriate.). Power utility uses 155MHz repeaters. Water
utility uses
cellphone exclusively. The incumbent telco uses cellphone, and
some of them have
PTT service on their cellphones too. (like Nextel PTT, but on a
GSM/EDGE
network)
I just don't want to find out the HP is about as useful as an
ashtray on a
motorbike here. If however it can still be manually programmable,
then maybe
I'll just use it to listen to aircraft, marine, amateur and taxis
for a while
till I return to USA (22101).

OK Guys. As the newest owner of the HP-1 I am here to tell you I
am impressed. You may know that I have been fooling around with
scanners since Marconi sent his first message (or almost that
long!) There is virtually NO learning curve. The radio is that
intuitive. After playing for the weekend, I am ready to read the
massive users manual to learn more about fine tuning what I want
to hear, but the radio is really something.
I unboxed it and after skimming the quick guide, installed the
batteries. Hooked the cable to the USB on my computer and
installed the Sentinel program from the unit's memory card.
It checked for updated firmware and downloaded the entire
database from RR. I input the zip code and set the range for 10
miles and it auto loaded DC, MD VA and PA! From my office in
Bethesda, just off the corners of NIH & Bethesda Naval MC from
the 3rd floor and with a glass mounted antenna outside my window,
I was listening to Arlington, Fairfax, Montgomery, PG, Howard(!)
with Federal and some Misc other agencies, all without doing
anything more! Good sensitivity, good P25 deciphering, and even
PG's scratchy, low powered 495.0125 Fire Dispatch was
understandable. I repeat, I AM impressed.
